The Lancashire Environment Strategy

The Lancashire Environment Strategy aims to provide an over-arching framework to protect and enhance Lancashire’s environment. The Strategy aims to bring greater focus to environmental sustainability within policies, plans and programmes across Lancashire, and runs from 2005-2010.

Development of the Strategy

The Lancashire Environment Strategy was developed following the end of the Lancashire Local Agenda 21 process. Many of the social and economic elements of sustainable development (that were included in the Lancashire LA21 Strategy) were incorporated within community strategies. There was therefore the need for a similar approach for objectives relating to environmental sustainability.

The Lancashire Environment Strategy is a Partnership document and was developed by the former Lancashire Environment Partnership.

Content of the Strategy

The Strategy is split into two sections.

Part one provides an outline of the context within which the Strategy is set, and the process of developing and implementing it.

Part two of the Strategy provides the action plan element, and is divided into four key themes:

  • Climate change
  • Health and the environment
  • Sustainable resource management
  • Landscape, heritage and wildlife

A fifth crosscutting theme has been developed to cover the areas of

  • Education and awareness raising

Under each theme are a series of objectives. These indicate what we want to achieve, and are followed by a series of actions showing how we plan to do this. There are a number of indicators and targets to measure progress against each objective.

Delivering the Strategy

The overall development and implementation of the Strategy was the responsibility of the former Lancashire Environment Partnership.

The newly formed Lancashire Environment Forum will now be responsible reviewing and implementing the Strategy.

The Strategy does set a large number of challenging targets. The first step for the Environment Forum is to identify and prioritise actions / targets within the Strategy. Following this, the Forum will produce a small number of focussed, high impact actions that can be performance managed, and delivered.
